Panama Italia allows you to apply for Panamanian citizenship. Classic Panamanian citizenship requires five years of residency with the Cedula E. You don't necessarily have to reside in the country, but you must have had the Cedula E for at least five years. Therefore, you don't need to have actually lived in the country; Panamanian law doesn't specifically state this.

The steps to obtain the Cedula E are quite simple: first, you establish residency by obtaining a provisional carnet. After six months, this becomes permanent and you must exchange it for a new one. 15-20 days later, you can request your Cedula E in court. From that moment, you have five years to apply for Panamanian citizenship. The naturalization process is simple and quick, and with the new government that took office on July 1, 2024, the procedure is stable and efficient in terms of time and procedures.

Panama Citizenship Documents Updated for 2025–2026

Panama Migration has released updated checklists. In summary, the following are required:
– Power of Attorney and application in the name of the President; indication of the applicable Article 10 number.
– Certification of immigration status and certified copy of permanent resident card.
– Clean criminal record from the country of residence for the last 5 years or from the country of origin. –
Declaration expressly and irrevocably renouncing citizenship of origin (Panamanian notarial deed).
– Proof of solvency/tax records, such as the most recent tax return in Panama and possession of the RUC, Panamanian tax identification number (DGI), bank reference, medical certificate, and official forms (interview).

How the Panamanian citizenship exam is conducted

After five years of holding the Cedula E, obtained after receiving the definitive permanent residency carnet in Panama, you can, even without having lived in Panama, apply for naturalization, that is, become a citizen of Panama. Therefore, apply for Panamanian citizenship. Obtaining Panamanian citizenship means becoming a citizen of Panama and therefore applying for a Panamanian passport. The process is governed by Article 10 of the Naturalization Act.

Produce a general criminal record apostilled in Italy and a criminal record apostilled in Italy, as your country of origin. Migration to Panama requires these documents from your country of origin, regardless of whether you actually live in other countries.

You will have to renounce your Italian citizenship before a notary. In reality, you won't lose your Italian citizenship, but just as Panama doesn't offer citizenship to those who don't renounce theirs, you will have to renounce it only on paper in Panama, in a notarized deed, but it won't be removed from your country of origin as it is merely a bureaucratic process to be completed in Panama by the Panamanian authorities. We will issue the renunciation document for you in just a few hours, and you will renounce it that same morning at our trusted notary.

Come to Panama with your original passport, which you used to initially apply for residency. If you've changed it since then and it's no longer the same one you used to apply for residency in Panama, you'll need to come with us to the Immigration Office to complete a "traspaso de pasaporte" (passport transfer) with a new immigration stamp on the new passport. This will take a couple of hours at the Immigration Office.

Book a consular certification and a certified copy of your Italian passport in the Consular Services section of the Italian Embassy in Panama, using the Prenot@mi . The cost is $273 and takes approximately eight days. Book in advance if you want to proceed quickly with us, bringing the certified copy with you.

Produce a personal Paz y Salvo, which means you already have your personal Panamanian RUC , or tax code, obtained from the DGI. If you don't have one, we can obtain one for you in 5 days and only with the Cedula E. We will then produce your personal Paz y Salvo.

Request a standard bank reference from your Panamanian bank, with at least $5,000 available. Banistmo charges $5 and will issue it in minutes, either by going to the bank or requesting it online.

You will need to complete two essential documents to apply for citizenship in Panama:

You must also book, simultaneously with the first certified passport copy service, a second consular service certifying that, as an Italian or foreigner (if applicable), you do not bear the mother's surname but only the father's, meaning you have only a first and last name. In Latin American countries, the mother has just as much right as the father to include her surname in the children's full names, so in Panama it is customary to have two first and two last names. If you are Italian, you can request this certification through the Prenot@mi service of the Italian Embassy in Panama. In all other cases, Spanish, German, Swiss, and North American citizens can apply to their respective embassies directly or by booking the service via email.

The document issued by the Italian Embassy in Panama is free and states: "Verified documents in our archives state:

El Señor/La Señora XXXXX XXXXX, Italian citizen, born in XXXXX on 00/00/0000/, with passport AB000000,, with registration date 00/00/0000, presents only the paternal apellido de cuerdo to the Italian legislation.

If you issue this declaration by soliciting the interested party for any use permitted by law.

You will present yourself at the immigration office with a series of photos, four Panamanian passport-sized photos, in a suit and tie. At the immigration office, on the Naturalization side, you will explain in writing the reasons why you wish to become a Panamanian citizen.

Once you have submitted your documents, you will wait for a phone call from Public Security and then, after another 5 or 6 months, you will take the written exam. Once you pass the exam, the President of the Republic must authorize your naturalization before he leaves office. To find out if your application has reached the Electoral Court, simply call the court at +507-5078961, provide your Cedula E number, and wait for them to tell you whether or not it is time to take the exam at their office.

Once you have obtained your citizenship certificate, you will need to go to the electoral court to issue the Cedula N, for nationals, abandoning the previous Cedula E for foreigners. Once you have obtained the Cedula N, you can request your passport as is done in Italy.

The Panamanian Bank Passport or Panama Travel Passport

The Panama Traveler Passport, also known as the Panama Special Passport, is part of the benefits of the private income pensioner visa. This visa provides Panamanian permanent residency and a traveler's passport for the applicant and their immediate family members, meeting the requirements of Law 9 of 1987 .

The private income pensioner visa requires a five-year investment in the form of a certificate of deposit (CD) with the National Bank of Panama or the Savings Fund. This CD must generate a minimum monthly interest of $850.

The Panama Traveler Passport is valid only during the five-year life of the CD. After five (5) years, beneficiaries of this program may request an extension as long as the CD is renewed for another five-year period.

A Panama traveler's passport looks like a regular passport, but it includes the holder's original nationality. For example, if a Chinese citizen obtains a traveler's passport, it will show that the original citizenship is Chinese rather than Panamanian.

Obtaining a traveler's passport does NOT guarantee Panamanian citizenship. Holders of the private income pensioner visa can apply for Panamanian citizenship after five years, following the normal Panamanian citizenship process. Since the private income pensioner visa does NOT grant Panamanian citizenship, it does not create conflicts for citizens of countries that prohibit dual citizenship, such as China, Ukraine, or Latvia. The passport guarantees the rights of a Panamanian resident but not of a full citizen.

The "traveler's passport" linked to a bank CD investment does not confer citizenship or political rights; it is a document linked to residency and the validity of the deposit. It does not replace naturalization nor does it automatically entitle you to a regular Panamanian passport.

Certificate of Deposit Information

The CD must generate interest of at least $850 per month. The required investment will depend on the interest rate at the time the deposit is created. In 2019, interest rates range between 4-5% and require at least $350,000 in funds.

This CD can be renewed, or you can receive your investment plus interest after five years. However, keeping the CD open is a requirement to maintain a valid visa for private income retirees and a valid passport for Panamanian travelers.

Requirements for obtaining a Panamanian traveler's passport

Once the Private Income Retirement Visa is approved, the applicant and his or her dependents may also apply for a Panama Traveler's Passport , meeting the following requirements:

  • Authenticated application and power of attorney
  • Three photos Certified copy of passport.
  • Background check.
  • Certificate of good health.
  • Declaration of personal background.
  • Written confirmation from the National Bank of Panama or the Savings Bank, indicating the details of the CD such as amount, interest, duration and that it is free of constraints.
  • Certified copy of the certificate of deposit.

If the application includes dependents:

  • Letter of responsibility for these dependents.
  • Proof of the relationship between the applicant and each employee.
  • Proof of Address: The applicant and the dependent must live at the same address.
  • If the dependent is at least 18 years old, single and has a student status certificate.
